The Ministry of Water and Environment prepares Annual Sector Performance
Report (SPR) presents the progress of the water and environment
sector for the preceding financial year. The SPR examines performance of a particular year against the targets set, it summaries the progress made and sets out clear opportunties for improvements.
CSO Performance Report 2012Civil Society Organizations under their umbrella, UWASNET have continued to complement government efforts in the provision of water, sanitation and hygiene services. The laudable contribution of UGX 32.4 Billion for the FY 2012/2013 is documented in this report. The report comprises the Civil Society contribution to various themes during the period including: access to safe water and sanitation, water quality monitoring , water for production, promotion of the equity and inclusion principles , mainstreaming gender in WASH, Integrated Water Resources Management, Coordination and Collaboration, Good Governance and Advocacy and Sector Learning. The national umbrella organisation of NGOs and CBOs in water and sanitation sector, the Uganda
Water and Sanitation NGO Network (UWASNET), reports annually on the NGO performance in
Uganda’s Water and Sanitation Sector. The report contributes to Sector Performance Monitoring
Framework and serves to reflect CSO’s contribution to the Water and Environment sector. The report
is based on data submitted by the NGO and CBO reporting on a wide range of activities across the
WASH spectrum. UWASNET continues to register more NGOs and CBOs joining the sector; with
membership currently standing at 180 active organisations. Data was received from 107 (61%) of
the active CSOs, a progressive increase in CSO reporting from 41% in 2008, 53% in 2009, and 57%
2010. Of the CSOs reporting, 56% work in rural areas, 7% in urban areas while 37% work in both
rural and urban areas. The majority (50%) consists of local NGOs. Of these, 21% are international
NGOs, 18% are faith-based organizations (FBO) and 11% are CBOs. Download Full Report

National Framework for Operational and maintenance guidelines This Framework is provides guidance and policy direction for streamlining O&M in daily operations at all levels within the sector, to ensure long term sustainability of facilities and enjoyment of intended benefits. It structures the basis for planning, implementation and monitoring of O&M to be used by all sector actors, including government and development partners. The Framework shall also serve to raise awareness on the need to plan and balance O&M issues with investments in new facilities at an early stage.
