IRC Water and Sanitation Centre commissioned a number of country case studies as input to the international symposium on Capacity Development (CD) at intermediate level. In Uganda, focus was on sanitation and CD. This is a case study report on CD at intermediate level for improved sanitation and hygiene in Uganda. The purpose being to have a better understanding of CD at intermediate level in the sanitation sub-sector in particular and WASH sector in general. The process and methodology for the case study include review of documents, key informant interviews, focus group discussion, and feedback on the draft report by the Case Study Advisory Group. The report presents an overview of the sanitation sub-sector, the CD framework and initiatives, approaches and methodologies. It provides useful information for policy makers, practitioners and advocates of Capacity Development at district level.

First Annual Report: Programme of Capacity Building Support in Environmental Health and Sanitation in Uganda;
The official start date for this Programme of Capacity-Building Support in Environmental Health and Sanitation in Uganda was 1st. July 2003. The Programme is under a tri-partite arrangement whereby Environmental Health Division of Ministry of Health is the Lead-Country-Client and Implementing Agency, DFID-Uganda as the Lead Funding Agency and WSP-Af is the Programme Managing Agency. The First Annual Report highlights progress of the Capacity Building Programme and presents a way forward and strategy for the following year. The report is useful for all with interest in the developments in the Environmental Health sub-sector in Uganda.

Private Sector Assessment in Wakiso District;
Under the existing policy framework, Government of Uganda encourages the involvement of the private sector in service delivery including sanitation and hygiene promotion activities. However, the capacity of the private sector to effectively participate in service delivery is lacking in a number of areas. WaterAid intended to contribute to the strengthening of the private sector and therefore commissioned the study to identify the local private sector capacity gaps in Wakiso District for development of a capacity building programme. Both qualitative and quantitative methods were used to collect data from informants and respondents at the district and sub-county levels (technical staff, politicians and the private operators) and NGOs/CBOs. The report would be of interest particularly to development partners, policy makers, district and subcounty local governments.

Participatory Hygiene and Sanitation Transformation (PHAST) for behaviour change in Primary Schools for Head teachers, Senior Women
Teachers and Science Teachers in Kiboga District. Workshop Report
Like in all districts in Uganda, the state of school sanitation and hygiene in Kiboga district was inadequate due to high enrolment of children achieved as a result of the Universal Primary Education (UPE) policy. The number of facilities for water and sanitation had not matched the increase in number of users. The purpose of the workshop was to orient the teachers to the promotion of effective sanitation and good hygiene practices through the application of participatory approaches. Part of the workshop involved providing field experience in the use of PHAST tools. The report highlights some key observations that relate to school sanitation
