The National Sanitation Guidelines;
The National Sanitation Guidelines is one of the support manuals for the use of district and urban Councils in planning, and promoting community managed sanitation and hygiene in Uganda. The guidelines have been prepared by the Ministry of Health for use by implementers, promoters and supporters of programmes on sanitation and hygiene within the country. The objective of the new guidelines is to provide a guide for local authorities and to promote a standardised approach for sanitation and hygiene promotion by the different institutions and projects involved in the sector.

Mpigi District Local Government. Sanitation Strategic Framework 2006-2010.
Developed with assistance from Water Aid Uganda, the Mpigi District Local government Sanitation Strategic Framework 2006-2010 outlines institutional support and opportunities for sanitation improvements as well as stakeholders’ responsibilities in areas of coordination, setting standards, preparing guidelines, monitoring and sector reporting. The guidelines were developed in line with the national policies and guidelines but based on local needs and conditions.

10 Year Improved Sanitation and Hygiene Promotion Financing Strategy
The Improved Sanitation and Hygiene (ISH) financing strategy represents a ten-year national strategy for financing improved Sanitation and Hygiene aimed at achieving national targets. The strategy is defined within the framework of Poverty Eradication Action Plan (PEAP), the Health Sector Strategic Plan (HSSP), Water and Sanitation Sector Investment Plan (SIP 15) and the Ministry of Education and Sports sector plan. The strategy has three major objectives: i. Improved latrine coverage, ii. Improved hand washing practice, and iii. Improved safe water chain. Prepared following high level of research and sector understanding, the strategy document is key for sector policy development, sanitation and hygiene programming and a key tool for district and subcounty planning.

Rural Water and Sanitation Operational Plan: 2002-2007:
The Five Year Operational plan (OP5) for Rural Water and Sanitation presents an investment plan for increasing sustainable and equitable coverage from the 54% (2002) towards the targets set by PEAP and the SIP15. It also presents the National Programme of support which aims at building the capacity of the sector and consolidating the institutional reforms so that the water and sanitation services can be implemented at an increasing pace. Strategy Paper for the Promotion of Sanitation and Hygiene in Primary Education Sub-sector in Uganda.
The MoES, in line with the education sector investment plan (1998/2003) developed this strategy paper spelling out problem areas, strategies, structures systems, personnel and a workplan with costed activities. The objective being to address sanitation and hygiene in the primary education sub-sector at the same time mainstreaming the MoES roles and responsibilities in water, sanitation and hygiene in Primary Schools in relation to other stake holders like government ministries, the private sector, NGOs and the community.

Strategy paper on Household Sanitation and hygiene promotion.
One of the main goals of the Government of Uganda is to eradicate poverty. Sanitation promotion is a key element in the poverty eradication programme but has been marginalised nationally, at district and lower levels. Sanitation activities have not received adequate investments necessary for addressing the problems. There are inadequacies in the areas of political support, financial and human resources, collaboration and co-ordination.
